Our Story

Although there are other organizations in our area that provide services to those impacted by domestic and sexual violence, Harbor House is the only agency in Outagamie and Calumet counties committed to the awareness and prevention of domestic and sexual violence. As passionate advocates, we work to spark community conversations, raise awareness, and expand understanding of the many forms of domestic abuse and sexual violence—as well as the services available to those impacted. 

Established in 1984, Harbor House began as a county-administered program offering safe shelter and basic crisis services to those experiencing domestic abuse. From these humble beginnings, we’ve expanded into our current facility, which includes 68 beds across 33 bedrooms, an advocacy center, additional program spaces, and dedicated areas for pets. We’ve also enhanced our security features to provide a safer environment for shelter residents. This expansion has allowed us to offer a wide range of programming to individuals and families affected by domestic and sexual violence.

Our most recent expansion came in 2021, when we were given the opportunity to merge with the Sexual Assault Crisis Center. Together, our two organizations had a combined 77 years of experience advocating for those impacted by domestic and sexual violence in Outagamie and Calumet counties. The merger was completed in 2022, allowing us to expand our services to support those impacted by sexual violence outside of a domestic relationship.
